Instructions
- Preheat your oven to 350°F (175°C) and grease an 8×8-inch baking dish.
- In a large bowl, mix together flour, sugar, baking powder, cinnamon, and salt.
- Add cubed cold butter and blend until the mixture looks like coarse crumbs.
- Stir in rolled oats until evenly combined.
- Spread half of the mixture in the prepared baking dish as the base layer.
